BATTLE OF TWO EVILS

The two evil empires are battling one another in KOTW, however, one of the member of an alliance blames the other for using dirty tricks and what kind of tricks this member is talking about?  The dirty trick is to increase the less active members of the opposite alliance rank and take their Battle Standard from them.
